I have never been to a Hooters in the USA, so I can't say how it differs, but my friend who used to work at the Hooters in Colorado, USA, said that the food seemed the same in the Taipei location -- or at least the wings. The first Hooters in American opened in 1983. Hooters Taipei opened on October 9, 1997. Hooters is known for their wings (usually coupled with beer) and Hooters girls. There are other good things on the menu, but there are also some okay items as well. I recommend their wings, nachos, raw oysters, dessert, teasers, and Hooters girls (I don't drink beer, but if you do, it's a great place to do so). I found their tacos and burgers to be okay; they weren't bad, but I'd go somewhere else for those items.
Hooters Taipei is a loud place, so don't go there if you're feeling like having a peaceful conversation. Most places that are known for wings, drinking beer, and attractive waitresses, are going to be quite lively places. They also have TVs around the restaurant displaying sports games -- beer and sports seems to go hand and hand (humans are interesting).
I was very surprised at the Hooters girls' show that involved some very talented, professional-level hula hooping, where hula hoops were thrown from a Hooters girl to another, and some of them can handle a crazy amount of hula hoops at one time. The show is entertaining as well as titillating. The Hooters girls have great customer service and will even pour your beer for you if you want; it's one way to get you to drink more beer, but my beer-drinking friends enjoyed it. I drank a cider on one of my visits that was served in an interesting upside-down contraction, for no reason other than for its whoa-look-at-that effect.
