Fu Hang is one of the most famous and popular, if not the most, Taiwanese breakfast places in Taipei. It has been around since 1958 and all the locals know about it. It's so popular that there are always lines running outside of the restaurant down the stairs to the first floor, and sometimes outside. They have a small traditional Taiwanese breakfast menu and work fast so the line keeps moving. Despite the lines, I think it's a must try for anyone visiting Taipei who wants to partake of authentic Taiwanese breakfast food, but there are other places that are just as good or better that you'd have to find out about from a local, and even then, the particular local that you talk to could be wrong based on their own biases.
Check out their menu and even order delivery from this website (it's only in Chinese):

I have found that usually popular restaurants in Taipei don't offer the best food in their class, but Fu Hang is an exception. Although, you can find some other breakfast places that make just as good or better particular breakfast items pertaining to your personal taste buds, but I will say that their fresh bread, that you can see them preparing while waiting in line, is definitely some of the best that I've tasted in Taipei. Their salty soy milk soup is good, but not the best that I've had. A big thing that bothered me is that they don't have hot sauce. Without hot sauce, or sauce period, many Taiwanese breakfast items can be very bland and boring. I always add hot sauce to my bread and soy milk soup and found it very odd that they didn't offer it. That is the only thing that stops me from craving their food, not to mention the long lines. [UPDATE: Last time I went there they did have hot sauce, chili oil, sauce sauce, and vinegar. It's in one spot at the end of one of the long tables, the table that's directly behind you after you're done ordering.]
The seating area is in a large food court that's shared with a few other shops, none of them are nearly as popular as Fu Hang, so most people in the food court are there because of Fu Hang. You'll have to secure your own seating area that will most likely be shared at a table with strangers. If you have a person in your party that doesn't need to be there when you order, you can send them out to the seating area to find a spot or wait like a vulture behind other diners who look like they're almost finished. When you get to the ordering spot, you'll need to order quickly, as the old ladies who work there will not deal with your slow-ass (these aunties mean business), so you'd better be ready. If you can't speak Mandarin, have the items you want to order written down in Chinese on a piece of paper beforehand from a nice Taiwanese friend. You'll see the items you ordered being quickly placed on a tray that will continue to be moved by the staff down to the register where you'll pay in cash for your food.
Here are some of the traditional Taiwanese breakfast items below. Click on the pinyin to go to Google translator and click the listen icon so you know how to pronounce it in Mandarin to order it. Taiwanese breakfast places don't have English menus or pictures, so you'll have to order in Mandarin. Click on the Chinese character of each selection to see an image of that item.
Shāo bǐng - 燒餅 = Sesame Flat Bread that is usually ordered with an egg and/or a Fried Bread Stick.
Yóu tiáo - 油條 = Chinese doughnut that is long like a stick and is used to dip into soy milk soup or put in Sesame Flat Bread (Shao Bing)

Shāo bǐng yóu tiáo jī dàn - 燒餅油條雞蛋 (only the item on the bottom right in image) = Sesame Flat Bread with Chinese doughnuts and egg inside. My favorite Taiwanese breakfast item. I always add sweet soy sauce and hot sauce to it.
